I think you hit the nail on the head on this one. The 30 days part is for the particularly egregious offenders. That and to allow wiggle room in the case of a plea bargain; like allowing someone who was charged with being drunk and disorderly to plea down to having an open container but still have the threat of real jail time.

Lets be honest about this. Its a way for the city to make money. It serves no useful purpose.

I really don't think that's the reason - they aren't going to arrest a lot of people under this law. I think it's a misguided attempt at crowd control. The only real solution is to put more cops in the street. I'd be ok with that and I'd be ok with an increase in property taxes to do it.
