I'm just curious as to why Richland and Lexington County residents get free admission.

Because from the day the zoo was conceptualized through the present day, it is funded largely by Richland and Lexington county taxpayers. It is the premier shining example of what can happen when the two counties cooperate and the local populace agrees to foot a large bill through taxes. It's a way for the zoo to show its appreciation.
