I was leery of the final 5 list as a whole which did make me question the process. I did consider Holbrook the best of the final 5. I hope and wish for his success.
The Columbia PD leadership has been a cluster fuch for many years. I do blame it on the Columbia form of government, but again. Best wishes and success for Holbrook.
I think in general the city's issues have been largely a result of having a council-manager form of government in a city with such a diverse population. The diversity is a wonderful thing if the leaders can learn to navigate it better. Based on his speech I like this police chief. I think he has the background and talent to take the CPD forward, and although the crime rate is already down in Columbia, I don't see any reason why he can't cut it on down the way he did in his prior position. The test will be for the mayor and city council to stay out of the way.
More important than the form of government is for the leaders to learn how to use the form of government we have. In the council-manager form of government that essentially means setting policy and getting out of the way. I believe the city manager is a good one. This new police chief and the city manager can probably hold their own against any continued meddling by the mayor and city council.
