I was looking at an annexation map for the municipalities in Richland County and noticed the annexation line for the City of Forest Acres. Its interesting that Forest Acres is surrounded by Columbia on three sides.. well really two and a half and Arcadia Lakes make the other point five and thus three.

There is what is called a 'shoe string' annexation line for the City that runs from Decker Blvd all the way up to I-77 using the CSX railroad line. You may recall that the annexation of RR lines is legal up to a certain distance and it is what the City of Columbia used to gain access to the tax base rich Harbison Blvd in the 90s and thus gooble up Columbiana Center much to the dismay of Irmo.. who sued and lost in Court over the annexation. It pissed Irmo off so much that they ceded from Richland County and incorporated in Lexington.

Why is annexing the CSX rail line important to Forest Acres.. Its major, it achieves a couple of things for this burg....1) It keeps them for potentially being surrounded by the City of Columbia, 2) it gives them access to the large undeveloped tracts on N. Trenholm Road which will likely be developed as commercial or multi family in the future.. which is huge for a city that has little or no undeveloped land 3) It also allows the City to by pass the lower income communities around Richland NE High School and get closer to some of the higher income communities and newer multifamly developments around Windsor Lake. 4) If the County's efforts to redevelop Decker are successful.. I can see a Welcome to Forest Acres sign appearing and both ends of this drive as well.

I give it to this mini municipality it is thinking very strategically in the game of Life which is critical to its growth and well being....
