Default Relocating from PA to Columbia, SC

I plan on relocating to Columbia in 3-4 months. My twin sister is moving to Sumter in 2 weeks with her boyfriend and their daughter. He has family in the area which makes it easy for them. We had planned on renting a house together but I think it would be easier if I had my own apartment close to them so we could all have our own privacy. I enrolled in Midland Tech so I'd like to be within good commuting distance of there. Is there a way to be close to there and within a few minutes of Sumter? I'm not against moving to Sumter but my fear is the commute. Can anyone recommend any good apartment complexes that are safe and low on crime? A pet friendly apartment is important too. I have two little ones under 5lbs each.

And what program will you be studying? Unless you're set on attending Midlands, you may be able to find it available at Central Carolina Tech in Sumter.
