The quote was that that particular Lutheran Church was the only one in the state that is fully inclusive of their gay and lesbian members and, yes, if a religious institution does not perform commitment ceremonies for gay and lesbian couples as members of that institution, then it isn't fully inclusive. Would you be a member of a church that wouldn't let you get married?
