Update on Old Town from Woodruff:

We are currently under construction, building 140 Garden Style apartments; The Flats @ Old Town, which will be ready for residents to begin moving into June, 2014.

Sounds like from the update that it will just be local cafe's, boutiques, etc. - probably won't be any national names.

For that phase yes. According to the site plan there is some huge retail lined up along Veterans.
