I live in Olde North--specifically SoHud--and there has been a growing problem with taggers. Police officers from the Gang Squad have said that what they have been seeing on house and garage walls, mailboxes, trash cans, etc., are not gang graffiti per se, but the initials and personal logos of individuals. (I have long suspected that the culprits behind the tagging epidemics in Olde North and the OSU area are most likely bored kids from Bexley than any gang.)

How effective would threats of jail be with these kids if/when they are caught? If these are rich kids out raising hell, their parents will pony up money for lawyers who will make these offenses go away. If they are gang kids, going to jail is pretty much bar mitzvah for them ("today I am a man"), so it would encourage them, if anything.

What to do? What to do?

It's an inevitable part of city life. You won't really deter them with jail time because half the fun is the risk of getting caught.
