Is there any advantage or disadvantage to being located in the City of Dublin but Hilliard schools? Does this mean higher or lower taxes or access to Dubline amenities? Are there certain areas within Olentangy and Dublin school district where location does have an impact on your property taxes?

Tough question, but you need to realize that the way Ohio is organized the school districts are distinct and separate governmental bodies from the cities or townships. This means that Hilliard school taxes would be part of your tax base though living in Dublin. So your property taxes would be Dublin for the city and Hilliard for the schools.
I don't believe that you have any restrictions at all to Dublin city services, you are treated as an equal Dublin resident.

Correct. The person would be a resident of the City of Dublin and have access to all of those city services. School services would be handled by Hilliard City School District. Two separate governing entities handling two different services, if you will.

So if I understand the comments correctly. My property taxes are going to be pretty comparable if I am in Powell, Dublin or Hilliard? I was thinking for some reason that living in Hilliard and Hilliard schools would be less prop tax than Powell or Dublin.
Are all of these high schools comparable in size?

Well, here is some perspective about property taxes -- it is determined by combination of your property Tax Rate, and Property Value.
I think Hilliard and Dublin both have very high tax rate, probably the highest among central ohio, comparable to New Albany, Upper Arlington and Worthington.
However, because Hilliard property value is cheaper compared to Dublin and Powell, therefore Hilliard property tax seem reasonable.
try google for Franklin county tax auditor (for Dublin/Hilliard), and Delaware county tax auditor site (for Powell), and look at property tax estimation. Say you take a reference home value of $300K, and enter those in the auditor site. You will find Hilliard would end up almost the same price as Dublin, if not higher. Powell (Olentangy School) would end up substantially lower.
Given Dublin and Olentangy schools consistently rank excellent and has very high performance scores, you can make your choice of how you want your property tax dollar be used. Frankly, we did seriously house hunting in Hilliard for 1 month due to its proximity to downtown. But once we found out the property tax situations, we never went back.
A note though. Though currently Olentangy school has much lower property tax, but it is proposing new tax levy which if approved, will increased substantially and may end up slightly below Dublin. Olentangy school is a real Value bargain years ago, and now both its reputation and tax is catching up. Even at new tax rate (if approved), it is still a bargain compared to other comparable excellent districts who may also increase rate in the future.

We are fairly new residents of Dublin and love it here. I will say that we didn't look at other areas because my husband is based in Dublin (Cardinal) but this area is a dream come true!!
We have young children (4 and 12) and the schools are fantastic, people are friendly and welcoming. Having made 2 moves in 2 years (Chicago to Houston to Dublin) this place is terrific!!

Someone told me the other day that there are some restrictions to what you can and can not do/build in your yard if you live in Dublin. For example I thought I was told that you can not have a fence or you can not build a swing set....is this true and where do I go to find out more about these "restrictions" in Dublin? Do any other communities have these restrictions?

Go to city hall and get a copy of the restrictions. I'll just summarize a little here, but you cannot build a fence within about the last few feet of your property line. I believe Powell has similar restrictions. Swing sets are fine, we had a large set in our yard, as did many of our neighbors. However, it can't be within "x" feet of the property line (don't know if this varies from area to area or depends upon lot size).

Since we are moving in from out of state (St.Louis) we would prefer an area that has a somewhat transient population. Between Powell, Dublin and Hilliard is one more transient then the other or all pretty similar? I heard that Upper Arlington is not that transient.
