Thanks mplsite! When I was thinking of 'cheap' I knew that German village, Short North, and most of Clintonville wouldn't work. I've did 'up and coming' years ago in Providence, RI...and the neighborhood came, saw, and left, ha ha, so Old Towne East, though having interesting housing stock, is out due to both real and perceived (by potential visitors) crime. I think Old North would be a good fit, but I think my OSU sophomore would have a stroke if I moved that close to her (but on the other hand, having access to free food, a car, and a dog on a regular basis might change her mind...). I don't mind having to do some rehab, as I've been doing that to my place in CT, so I'm used to it.

Older Towne East could work, but stay a few blocks north of Main and a few blocks west of Ohio-Champion. The closer to Downtown and Oak St puts you in a solid area. Not as many amenities in the immediate area, but there's Carabar which hosts lots of ear-shattering shows weekends, weeknights it's an artsy bar with cheap beer and solid bar food (vegan options aplenty). There's Uppercup Coffee which I visited last time which is new and quality: wish it had been there when I lived around the corner years ago. There's also a gay bar,so-so Chinese restaurant and a local-sourcing bistro, along with a bakery, nice bar, and a pizza shop a few blocks east on Oak.
