Your best bet would probably be the Baltimore-Reynoldsburg Road / Hill Road / OH-256 exit, which is exit 112 going westbound on I-70. There are a ton of stores and shops at that exit and it is on the eastern side of Columbus but outside the beltway in the suburbs. Reynoldsburg is the city the Target is located.

My best recommendation is the Target and Petsmart shopping plaza. Exit I-70 West at exit 112, turn right and make the next left into the shopping center at Taylor Road SW. The first buildings up from are Staples and Ashley Furniture. To the left is the building housing Target and Petsmart.

To get back out, return to OH-256 and make a right. At the second light, make a left onto I-70 East. Drive time per Google from downtown Wheeling is 1 hour and 45 minutes give or take for traffic. Mileage is 115 miles one-way or 230 round trip. So expect 3.5 hours of drive time and budget 1 hour for the meeting - in case the seller runs late or you want time to get to know the dog, ask questions, etc. If you want to spend the night, the Hampton Inn Columbus - East offers decent rates and is one of the better rated budget brand hotels at that exit. It is just south of Target on the opposite side of I-70. It is actually in Pickerington, another suburb immediately south of Reynoldsburg with I-70 being the dividing line.

Good luck! As always, make sure the sale is legit before making any payments, best done at time of sale, and be smart about where you meet, so you are already half-way there. Personally, I recommend shelters, but I understand some people like puppies of specific breeds. As long as you buy from a respected and reputable breeder, you should be fine.

Last item of note, I do not recommend meeting anywhere off I-70 on the eastern side of Columbus inside the beltway or at the Brice Road exit (exit 110) just outside the beltway.
