Westerville North is a very good high school. In fact, the whole Westerville system is excellent, although South seems to get a bum wrap sometimes (it's the oldest). Spring Grove is a nice subdivision.
Westerville, in general, is very safe. The only place I would maybe be concerned about is the far south end of Westerville near Cleveland Avenue/Schrock Road near 270. The area around Otterbein has some student-related crimes (minor).
But Spring Grove is well away from those areas. Westerville has one of the best libraries in the country and a great downtown area.
