NFL football is one of the few types of programming that stations have to pay their network to carry. The networks pay the stations to carry everything else.
By substituting an infomercial, Fox 28 is admitting that it can make more money carrying programs paid for by advertisers than it can by selling a scant few commercials inside an NFL game that it had to pay to show. Not really so hard to believe when you look at it that way.

Not to pry, and I am sure by now you all are aware of what the situation actually was; but for whatever reason, the Fox affiliate in Columbus was showing the Seahawks and Niners game. It was a single game broadcast day for Fox, so during the early game time slot, the fox affiliate ran whatever. It is not that the station thinks they are making more money running infomercials instead of NFL games, it is just that the station was showing a late game rather than an early game. Perhaps to not run a game against the Bengals early game.

That's exactly the explanation. Many Fox stations in AFC markets, and for that matter CBS stations in NFC markets, run a game opposite the local team(s) if they have a choice to maximize ratings. For example, if Fox 28 has one game and the Bengals are playing the Steelers at 1 p.m. on Channel 10, 28 would know it's ratings suicide to go against the games involving one local team and another of substantial interest.
