At the bottom of the Outlook screen is a tan taskbar that shows the number of items in the Outlook inbox on the left and whether Outlook is online or offline. A co-worker has "lost" this taskbar but neither of us knows how it can be restored. Any suggestions?

I am not sure what version you are using but the 'taskbar' you were referring to is called 'status bar' and it should be listed under the VIEW menu bar option. You should see a listing called 'Show Status bar'.
