That black power cord, whenever I power up the laptop, the little icon in the corner says "plugged in, not charging".... and when I power the laptop all the way down and power it back up, it'll beep and say the ac adapter isn't functioning properly or something like that. So I usually use a relative's power cord for my own. She too owns a Dell laptop, just a slightly bigger one. And her cord works fine for mine.

Do I need a new cord?
And why would it go out so fast, I only bought the laptop in Spring 2009.

Dell laptops "talk" to their power supplies, if it's not reporting itself properly it won't charge. If another power supply works properly then there is your answer, you need a new one. Electronics can die at any time with little to no warning, their age is irrelevant.
