HP customer care has offered to replace my current POS laptop with a new one as this one has gone back for repairs for a 5th time. The new computer they are offering has better specs overall than my current laptop except graphics.

My old computer had a dedicated 256MB ATI Radeon(TM) HD 3450 Graphics card. The replacement laptop they have offered me has the "Intel HD Graphics with up to 1696MB total graphics memory".

Should I go back and ask them to give me a computer with a dedicated graphics card? Or will a current generation integrated Intel graphics memory be better than a three year old dedicated 256 MB card anyway?

The Radeon is likely still faster but unless you play games, the integrated video is fine.

I am not going to use the new laptop for gaming or anything like that. I just plan to play DVDs on it once in a while and hook it up to my flat screen TV via HDMI cable. Can the integrated Intel graphics handle that without stutter?

Also will the battery life be better with the integrated graphics vs a dedicated video card?

It should be fine. Playing DVD's isn't that demanding. Battery life should be better with integrated video.

That machine would be more than able to do what you want. It is claimed to process HD video, which is more demanding than DVD.

Agreed with the others. You want dedicated graphics for gaming. Any other normal use can easily be done with the modern integrated graphics.
