Some just sold them as a bundle. The stores got rid of a lot of serial port mouses back then.
And yes, Microsoft doesn't really enforce the "new" and the "resale" portions of the OEM license, so long as it's at least licensed. Much like turning a blind eye to pirated Windows 3.1 and 95 copies back in the days (let it spread!), they know their way to world domination.
