I'm looking at building another custom system with:

Motherboard: Asus P8P67
Processor: Intel Core i5 2500k (possibly overclocked)
Memory: DDR3 PC12800 8GB

I need a suggestion for a video card that can connect HDMI to a 32'' 1080p TV/monitor, handle Blu-Ray playback, and home video processing.

The camcorder is a Sony that uses AVCHD and exports these goofy MT2S files. My current PC is 7 yrs old and cannot handle these files. I'd like to be able to play-back, snip/edit and grab stillshots from video with ease.

I'm not serious on gaming, some Sim games and kids educational games is all I plan on running. Being able to run Quake 3 Arena would be cool though.

I'm looking at a Geforce GT 520 but the reviews are terrible. Is what I'm looking for possible in the $60 range?

As long as you remove any posibility of current gaming you should be able to find a graphics card with HDMI out that will fit the bill in that price range. Even an old GTX 240 or 260 won't even break a sweat playing Quake III but I don't think you'll find one of those for $60.
