If all you're going to be printing is b&w (like papers for school as you mentioned), then absolutely positively 100% go with laser! They are much more economical for that kind of printing. HP, Brother, and Samsung have some decent ones that are relatively inexpensive.
HP toners are usually pretty $$$. (I don't think State really cares about it.)
But of course you might be right, and she indeed found a low cost printer that uses low cost cartridges.
But you can buy HP or any other printer compatible-toner online for just a little money. For example, while HP brand toner can cost around $58.00 at Amazon, HP-compatible toners cost around $18.00 for two cartridges. The same thing for Brother and other printer toners.
The thing about most toners is that they go a long way compared to color inks for inkjet printers. For example, the 8-cartridge ink set for one of my printers costs around $145.00, and photo printers use a lot of ink for just a few photos. But a $58.00 toner cartridge has enough toner for several thousand pages, so in the long run a laser printer is more economical in one only prints B&W.
For the laser printer you posted above, look at the price for aftermarket (non HP refills) toner at Amazon. For example it was so cheap that I ordered a 4-pack so I could get the free shipping. Otherwise shipping would have been more expensive than a toner cartridge. But if you buy new HP toner, then expect to pay that much.

Can you link to the cartridge that yields 5000 pages? The one you linked to previously yields 1600 pages.
