248 MB probably means there is 256 MB installed with 8 MB being consumed by the onboard video adapter. That's barely enough to get Windows XP to start up.

Memory and hard drive space are two different things.
The computer loads items into memory to access very quickly. When you have very little memory, it can only load small amounts of data into memory to access, so it is much slower.
XP SP3 is usually not happy until you have at least 1GB...which your computer cannot house (your max is 768mb)
Well the PC doesn't seem to be freezing anymore, so thanks for that. now if i could figure out why the CD burner isn't working. I have a few songs on there I want to put on disc before i delete the entire file. Problem is the songs are copy protected.
A an experienced guy could set it up in a a few minutes. The OP might even decide to keep his computer.
Ahhhh, so now you're saying take it to someone, and pay them to install an OS that they know nothing about, all without know what applications they may have invested in.
And true, installing Linux while not minutes can be done in an hour or so, at the expense of all the data, you know stuff like pictures, music, documents, emails, and the like.
Well at least you didn't push that they should trash it and get a MAC.

Here's the history lesson. Microsoft ALWAYS publishes minimum specs for their operating systems. When XP was released in 2001, the minimum memory requirement was 256 MB. If I remember correctly, XP came with Internet Explorer (IE) 6. Every time something major was added, performance with a 256 MB machine got worse and worse. Knowing that the MINIMUM spec was always sub-par, we bought machines with 512 MB. As the changes came (Service Pack (SP) 1, IE7, SP2, IE8, SP3), the memory requirements for acceptable performance grew with it. Today, XP will run (poorly, in my opinion) with 1 GB, but really needs 2GB to run well.
