Businesses often skip OS releases. Most large companies skipped Windows XP and stayed with Windows 2000. Some upgraded to Vista while others went straight from Windows 7. I suspect they will skip Windows 8.

Businesses will also skip releases when their key applications, such as Siebel or Oracle Apps, aren't certified for a particular release. The vendors that build these apps will take their time.

And depending on the skill levels of their end users, they have nothing to gain from a temporary loss of productivity as they adjust to a new user interface.
