I have loved my macbook because I haven't had all the annoying issues with viruses
that I had with windows..

But the last few days I am getting a macbook pro popup
that has no option to close ..It asks to click to
"agree"..No close screen option at left top either..
To get it off the screen I have to shut down my mac and
restart...

Please help..I have "no popups" selected on my safari..

Can you post a screenshot? (Command-Shift-3)

You haven't provided enough information for people to go on.

Reset Safari: look for Reset Safari under the Safari menu (right of the Apple icon at the left top corner). But before you reset it, checkmark all the boxes, then reset.

And by all means, do a "Software Update" as soon as possible. This app is found under the Apple menu (Apple icon at the left top corner of the screen).

This is a pop up that appears just on a specific website?

I had a popup recently that didn't have a close box. But if I hovered my mouse in the lower left corner, very faintly the words "Close window" appeared. Can't remember what it was for. I have my pop-up blocker on as well.

I'm guess that "force quit" didn't work either?

If it's on a web page and opening on the web page itself without a new window or whatever you call it in the Mac world it's probably a CSS popup, if you hit the back button and it goes away then that is most likely what it is. These are really impossible to stop for a variety of reasons as it's part of the page you are viewing. There is no external code involved.

If there is no way to close easily then its poorly designed and/or you have javascript disabled which ironically will prevent you from closing poorly designed CSS popups.
