I have a Toshiba Satellite C655-S5132, 2.3ghz processor, 3gb RAM, Windows 7.
The thing is pretty darn slow, especially when running Flash applications or streaming online content. Firefox and IE both have a tendency to eat themselves and have to be killed using the task manager.
I've tried all the 'speed up your PC' tricks. I was thinking I might add some memory to this PC, but it can only take 4gb. Hardly worth it, right?
I could get a nicer machine with a processor nearly twice as fast and 2x as much RAM running Windows 8 for less than $500.
Should I bother adding 1 gb RAM to this thing? Will it make that much of a difference...or should I splurge on a new laptop? I've only had this thing for 2 years and it's a total piece of crap.
As it only has 3GB of RAM that is an indication it's running Windows 7 32 bit, which maxes out at 4GB (usually 3.5GB usable, which wouldn't gain you anything) A far cheaper option would be to run the recovery for a clean install, then remove the loads of bloatware that Toshiba installed, that is likely the root cause of your performance issues.

My Windows install is actually 64 bit, but the specs for the laptop say it will take a max of 4GB.

The problem with your laptop is the processor. Not the manufacturer (although, I don't recommend Toshiba).
Your laptop has an Intel Celeron 925. It's rated at 499 on cpubenchmarks.net. To put it in perspective, the CPU in the Acer Aspire netbook (one of the lowest end available) is rated 1262.
Take a look at the chart below to see where your CPU falls.
Yeah the CPU is weak but it should be able to stream video (maybe not HD though) and FF and IE shouldn't just randomly die like that. Personally, I'd reinstall Windows from a clean DVD (not from Toshiba) before replacing it. The extra GB of RAM won't make much difference.
Although the processor is outdated, it still shouldn't be that slow browsing the internet. I agree with EscapeCalifornia, you have something going on eating up resources and the easiest way to fix it would be a clean install of the OS. The is no point in adding more RAM, most people rarely utilize more than around 1.5-2GB anyway.
If you are just looking for a reason to get a new computer, you have it....your processor isn't very good but if you don't want to spend the money, you can clean that machine up and use it for a while. I have a laptop I use for business accounting that I bought over 9 years ago and it has a cheap celeron processor (I believe 1.3Ghz) and only 2GB of RAM. It is a dinosaur compared to today's computers but it runs the software fine and browses the internet with no problem and at this time I have no intentions of discontinuing the use of that laptop.
Don't buy cheap Celeron integrated screen laptops, that why it's slow. Spend at least $1800 for a good fast laptop, or wait until the fast Haswell processer laptops come out in June 2013, - they probably will have fast enough integrated graphics by then.
There are plenty damn nice laptops at or under the $1000 mark. Heck, I just got an Asus with an i3 and 4G of RAM for $500. The CPU in this machine is over 3x faster than the thread starter's.
