As suggested check your speeds on speedtest.net , I wouldn't use your ISP's.

Certainly possible with video.... The scerario is the web site sniffs the connection speed and serves up the highest quality it has. Video is CPU intensive but any recent computer even going back 10 years should be able to handle most video on the internet. However if the OP has a lot of crap running in the background or other problems like severely fragmented drive you'll get a laggy video and of course most people instantly think it's bandwidth issue.

Most people blame everything from their computer taking 5 minutes to boot to IE taking 2 minutes to launch on their Internet connection.
