Ok I am looking to build the best custom computer for under 700 dollars. All I need is the tower. I have the monitor. I just need the tower keyboard and mouse. Any ideas?

If you already have the power supply, the case is pretty easy.
Cheap prices all over Craigslist. Good cases don't wear out.

Here's one that I turned up:

I think I have the same case at my office. It was built like a battleship.

Best computer under $700 for...

Spreadsheets?
Email/Internet Browsing?
Photo/Video Production?
Video Gaming?
Great American Novel Authoring?

You'll need to narrow your point of interest in order to find your best computer.

I would add thunderbolt to that list (if you can fit it in the budget).
