I think few societies are as paranoid about government authority than Germany and for good reason after their recent past only ending in the 90's.

It should be. Linux, being developed in the open, has many eyes on the source code. Anyone can download the source code and inspect it. It would be really hard for NSA to sneak backdoors into it.
