I have to wonder how many people who have these older CPUs actually upgraded to Win 8.0. I imagine that at least some of those machines did not meet the requirements for 8.0, while others did not have enough horsepower to run 8.0 smoothly. Some of those processors were sold 1+ years before Windows 7.0 was released in 2009.
Bottom line: the problem might not affect a great number of users.
