MS has never included it in Windows. If it was included on a PC, it was done by the PC manufacturer.

It was never free.
MS has been giving Office 2013 away to tablet manufacturers in order to speed up adoption.

Ah, well I haven't had a direct Microsoft Office suite in a computer (desktop or laptop) in a LONG time. At best it is a free trial that ends maybe 180 days tops.
