To begin; we have ATT on all our devices and while there have been the occasional problems, they have been addressed fairly quickly. I do like all the bells, whistles and phone caller IDs as we get a LOT of sales calls. However, last Thursday morning ATT in our area was down leaving us without (regular) phones, TV or computers until early the next morning. I have been thinking I might like one of the larger tablets to access reference photos in my computer to my art studio. Is there such a device that would function when a server is down as well as when the main power is off? I'd also be interested in knowing whatever other neat tricks they are capable of since all this stuff has passed me by. I don't really want or have the room for another computer in my art room so haven't looked in that direction.
Suggestions will be appreciated...

You have several options, a tablet with cellular capabilities, mobile hotspot devices through the cellular provider, such a the Verizon Jetpack, or simply creating a hotspot from your cellphone, which is just an additional monthly charge from the provider on most smartphones.

So ATT will provide service for the new tablet? I don't know much about how that works since I don't use a phone except as a last resort. Well, at least it would work when the power went off. I didn't know if a tablet would require a service provider or would work somehow on its own, like a phone. ...So much to keep up with...

We have Verizon for our cell service and we can setup our cell phones as "hot spots," whereby our ipad can access the web via the phone's Verizon Wireless connection when the power is out or WIFI is not available. There si no additional charge for this, but, of course, the data transmitted via the ipad is charged to our data plan when not on WIFI.

No tablet will be able to access your computer's files if the power in your home goes down, since your computer will be off (unless you have a huge UPS (uninterrupted power supply)). If you're asking if a tablet will be able to access files on your computer under normal conditions, the short answer is Yes. Although it will take some changes to your Windows computer.

I find it easier to share info between Apple devices than Apple/Windows, Android/Windows, Windows/Windows devices. That's just me, however. YMMV

Also, a smart TV will allow you to display files on the TV from your computer. Again, you'll need power in your home to accomplish this.

I'm just not quite sure what your question is, based on your post.

If the main power is off, your computer would have no power right? If you want the same photos on your tablet you'd need some type of file synchronization service such as drop box, iCloud, one drive. Those services can use WiFi and don't need extra provider like a cell phone does. Is your studio at the same location as your house.

Good point. However, if there is no power in the home, there isn't WIFI available. The OP will then be forced to use a cell as a hotspot to access the files.

Thanks for this info; I have a slightly more educated opinion, now. Sorry for the disjointed question, I really don't have a firm grasp on this kind of thing. My studio is in the house and maybe my best bet would be to use ATT for the new device as well, if that will allow them to be linked together. I'll continue my looking tomorrow...

But if ATT drops everything you have then the tablet tied to your cell phone isn't going to help since you don''t have cell service.

What precisely are you trying to do?

I think it maybe easier to answer your question if we just took a step back and first find out your needs.
e.g. is it just to have access to the files on your computer and Internet access? Do you need a specific application that is running on that computer? etc.
