The company that made your W8 PC did not include DVD software with the machine.

It's not a Microsoft issue.

I don't know what the licensing costs are but it would be per copy of Windows. There is some very valid reasons for them not including it, there might have been 1 billion copies of windows XP sold. Even if it were $1 per copy for the licensing that's 1 billion dollars.

This is one of those things best left to the consumer because they don't all need it.

Especially now when it seems like most laptops don't even come with DVD drives.

I built the computer that used XP, so somewhere along the line I had to acquire what was needed to play DVDs.

As Peregrine pointed out, many DVD burners came with playback software included (along with burning apps like Nero).

You had a player at least, and it probably came with software (or you downloaded something along the way).
