Yep, HTML5 is way better and faster than Flash. That's why devs create their app in HTML5 instead of Flash. Unlike Flash, HTML5 is supported by all devices. BTW I decided to try a couple of new browsers two months ago - SlimBrowser and Maxthon Cloud Browser. I think they are way better then Chrome. More reliable and faster.

I tried doing that at the library's computer and nothing happened. It went to some page with text explaining what HTML5 is.

Are there other ways of telling IE to use HTML5 instead of flash on youtube?

Anything but the latest version of IE isn't going to support HTML5, so unless the library is running an updated Win7 or Win8 install, you won't get it.
