I was given a Dell Inspiron N5050 laptop with windows 7 that had a problem with "User Profile Service Failed the Login; User Profile cannot be Loaded" error. I fixed the registry as specified, and the Windows started.

I may have an unrelated problem. The windows network shows that I am connect to both a LAN and a Wireless, but the browser does not work.

In addition when I try to run ping from the command line it always says "host name cannot be resolved". I tried different hosts, and the command works fine from other computers on the network.

The purpose of the second test was to see if the browser was defective.

I am at a loss! Can anyone help?

Rule #1 when you get a used computer, format and reinstall the OS. You don't know where it's been or what might be on it.

If the recovery partition is present, hit ctrl f11 a couple times during POST to start the Dell recovery.

Sounds to me like you were given someones work computer (hopefully not a stolen system) which was configured as part of a Windows Domain.

Do as NHDave recommends and do a clean install on the system.

NOTE: before you do anything make a list of the devices Windows sees and their associated drivers.

It was configured as part of a Windows Domain. But it was my brother's company, and the domain is still working. So it is not stolen.

But I thought I could log in under a local account, and the internet would still work.

i would boot it up with something like fedora live-usb.
then it would be evident if the wifi hardware is broken or if there is some windows bug preventing internet access.

Since this system was part of your brothers work domain I'll bet a dime to a dollar that there are many other configurations other than networking tied to his domain.

Suggestion still stands, find out the installed hardware and associated drivers, write them down and do a fresh install of Windows.

Save yourself a lot of time and grief...

See if she has an external USB disk, back up the internal disk and then give her back her USB drive...

Just buy a cheap external USB drive, back up the internal and then give her the external...

Think of it as getting a complete computer system for about 60 bucks and stop making a mountain out of a molehill....

^ since it works with linux live-usb's, i would just pick a distro and use that for the time being.
