I want clean them up but do not want to take out one's that might be needed,or should I remove all and start over?
I noticed one about Active X ???

With win 7 to remove temp files. Upper right corner, click upper right corner 'star'.
Click internet options, on 'general' page, under 'browsing history' click delete. Next page will show what will be deleted.

Yup regardless of the OS,TEMP FILES can safely be removed

If you are talking about your Internet browser temp files aka cache, you can do so on the fly by:
Hold down CTRL+SHIFT and press DEL on keyboard then select the options you desire
