Well from what I've seen, the terms are pretty much used interchangeably; with "laptop" being a bit more popular.

For example, Learn about Dell's notebooks, desktops, monitors, printers plus computer electronics & accessories. uses the term "notebook", while HP United States - Computers, Laptops, Servers, Printers & more uses the term "laptop" computer. Both are used to describe the portable, basic clamshell-type computer.

Theres not much difference its just that the laptop is more portable. They can both run the same OS whether its XP/Vista, Leopard/Tiger, Linux e.t.c new PC's for the most part now have more storage, memory and graphics cards. Really not much difference in terms of software/hardware.
