My friend just started Windows 10 and she said there's a local account+password, but there's also a Microsoft account+password.

If you in fact have a Microsoft account+password, are you asked for it, every time you turn on the device?

Also: If you do not have a MS account, does it nag you into making one, every time you login?

Not sure for the first question, but I believe so.

On the second question, no ... I've never been asked to sign in with an MS account (other than at installation).

I have Windows 10 on two pc's.

On the first pc, I set up two Local accounts..... I did not set up a Microsoft account.

I set up one Local Account for Administrator purposes and password protected that one.

The other Local account does not require a password.

When the pc boots, it presents the option to access either one of those two Local accounts. Each account has its own name, and you click the one you want.

On the second pc, I set up just a Local account with no need for a password. When it boots, it opens directly into the desktop. Simple as that.

Just like every previous version of Windows it makes no difference what type of account you have (Local or MS) you can configure it to not force you to enter a password.
No you do not get harassed unless you use some of the MS apps (like the Store, or Solitaire).
