My wife got an older network commuter from her job( no hard drive just a board and a CD ROM). Could I use an external hard drive and install windows on that or do I need one that is hardwired?
Does it have RAM, GPU, power supply, sound, nic, etc? There are lot of components in a computer, not just a "board and cd rom".
You'll need to run the operating system (windows) from and internal/external sata connected hard drive. An external USB hard drive will not be sufficient (speed wise) for running windows unless it is a temporary situation.

mite i suggest using a linux distro. most run fine on live-usb's.
Its a HP Compaq 4000 small form factor.... Sorry probably should have asked to idiot proof the anwser
You'll want to open it up and install a hard drive inside. You can search youtube videos for your exact model. Her company could have removed the hard drive and the bracket, if they removed the bracket, you need to buy that part too.
You'll need to identify how or where the license key is located
Then you'll have to obtain a copy or the windows installation media, maybe you can purchase it from HP directly or you can buy a new copy of Windows.
Then you can install it.
They pulled removed the Hard Drive , maybe they removed the memory too, you'll want to check for that too
