From his last post, I don't think he is using the term "programming" they same way you and I do.
I have a feeling he just wants to learn PC Technician type skills to build and configure (program) the OS and software on it.

I don't know how old the OP is and what his employment situation is but I'd look into getting a job at a local computer shop where you should be able to obtain aforementioned skills frequently enough to learn the skills the fastest way while making $$.

You can watch all the videos and read all the books on topic, won't help much unless you get some hands-on experience.
If you have no experience and/or unable to get such a job, then start by offering neighbors, family and friends to help with their computer issues, builds/upgrades so you can practice what you do learn from offline or online materials.

My $0.02's worth.
