I believe in 2 months Obama is going to hand over control of the internet to an international body. How will it effect the average internet user?

Well, the "Internet" as we know it was developed in the US and initially used exclusively by sites inside of the US. There is ample history to support the US's past control of that entity.

Of course, an internet is a network of networks, and it's a lot bigger now.

Will it be harder for the government to monitor our internet activity to find out if we carry cash on trips that can be conveniently stolen by cops?

Average Internet user wouldn't even notice a thing (even if they were already aware of this).
Besides, there is a huge difference between monitoring and controlling.

Obama is not "handing over control of the Internet".
Obama does not control the internet.
The United States is no longer going to be in charge of handing out and administering Domain names.
As exactly as we agreed we would.

Thanks Peregrine. Sometimes I am so flabbergasted at the misinformation found on the Internet that I just don't bother correcting it. There is an amazing number of completely uninformed people that shouldn't be allowed to post.
