Does such a thing exist?
Have a friend overseas that can't Skype because he can't find an external webcam that works with Windows 10. He says its something to do with the OS.

He should check the manufacturer's websites for the correct drivers.

There have been reports that the anniversary upgrade broke a lot of webcams. This is due to a new driver model that allows a webcam to be shared by multiple applications. A fix is due soon.

You could try the Microsoft Life Cam. I have not confirmed if it works on Win 10 but I would hope MS would not break their own cameras.
