what i do to cross out the possibility of it being a hardware issue is boot up the machine using something like fedora live-usb. if the wifi connects then its a windows configuration problem; if it doesnt then its likely broken hardware that would have to be replaced.

Or take the laptop to a starbucks or other place with wifi. Does it work there?
