Can't get "Turn off File and Printer Sharing" permanently (reboot, how to)

(Windows 7 professional) In "Change advanced sharing settings" (network and sharing at Control Panel), for Public, I choose "Turn Off file and printer sharing", saved changes, but why is that it always returns to "Turn on" each time after I turn on the computer?? It's only this one having this strange issue, not the Network discovery. And only the Public. It's as if someone did something malicious to my computer (a brand new one, though).
I did turn off everything. For the password protected sharing, I tried both (on, or off). Saved changes. After rebooting, again (only) the File and Printer sharing is returned to "On". Just that one, and always back to "On".
If you turn it off, it should say turn on after a reboot. What am I missing here?
I selected the bullet for "Turn off file and printer sharing". It is supposed to stay that way (until you change it again), i.e. no file/printer sharing for Public. But in my case, it doesn't stay long: when I restart the computer, I see it's back to the bullet "turn off.....", whereas all other settings I chose stay what I chose.
From a web search, it seems others had the opposite problem: they can't keep some of them turned on.

Do you Save the changes?

If I need to turn off "File and Print Sharing", I would do it within the properties of the NIC:
1. START > RUN > ncpa.cpl
2. Right-click on Local Area Connection > Properties
On the "Networking" tab uncheck the following:
a) Client for Microsoft Networks
b) File and Printer Sharing for Microsoft Networks
See if that helped.
Anyhow, for single computer home users, I do recommend unchecking/clearing the above two.
