Symbols Showing in Quoted Text on City-Data (screens, how to, Windows)

I have a new computer with Windows 10. When I use the City-Data "quote" function to respond to a question, all the symbols for bold, italics, colors etc. show up in both the quoted text and in my response. Can someone please tell me how to turn off that function?
Yes that works temporary for each post Elnina (I could have mentioned that but I was giving a perm solution (It is does indeed work which I hope it does))
OK, I tried the advice from Dude in Post #2. So......this is a "test."
I just clicked on the (Bold) B and instead of my text being typed in Bold I got the "bookend" symbols. I am going to go back in and check the middle box in the instructions.
I clicked on Edit for this part. My post posted with the above bookended sentence actually in Bold lettering. I don't like the "bookends" though that I had to type between.
Edited again and I am typing between the "bookends."
I am on the original setting now and still the "bookends." I don't remember this before I accidently changed from Windows 7 to Windows 10. I'm gonna leave it now as is.

Well I've tried all suggestions and no luck yet. Perhaps I should explain where and how the problem shows up. When I respond to the "Question of the Day" in the "Other Topics" thread, I go to the first post, click on the "Quote" button in that post, and used to be able to insert my responses to the questions, often bolding or answering in colored text. I can't do the colored or bolded answers and have to delete all of the additional formatting information from the original text before inserting my answers. It therefore takes me much longer to answer the questions and the resulting post is harder to read. I appreciate your answers so far -- maybe there's an easy solution but I can't for the life of me find it!
PLEASE - the best explanation would be a screen shot. Do you know how to post it here?
I tried your method in the past, and it's fine if there is not much of formating. But if the OP does bolds, fonts and colors - I rather just highlight the whole post, copy and paste in the response window. Then start to answer the questions.
Not sure if I understand the OP's issue correctly, but I have had all of the bracketed tags [some tag] before and after text [/some tag] when JavaScript is turned off. Also, clicking on the 'smilies' to insert them into a post will not work if scripting is disabled.
