I have a laptop that cannot connect to the internet, but I can download anything on another computer and transfer it via flash drive, and I am a grad student who can (supposedly) download MS Powerpoint 2010 for free, but the installer requires an internet connection to proceed. Is there any way to get around this problem?

2010? Not sure about that. MS always offers the latest version which at this point is 2016.

In any case, all you have to do is search for "offline installer". Same goes for any other product.

I searched "Powerpoint offline installer" and this is the first link. It seems you will need a Microsoft account.
Be careful on sites that are not from Microsoft.

Typically, that would be Office 2016/o365. Some years back MS started a program where user, determined by the e-mail address assigned to you from the organization/school, could simply go to:
https://www.office.com/

And login to using their e-mail address and their password (again given to them by the company/school) and see what products are available to them. Then you can download and install the desired ones.
Not sure if that has changed but for that, you will need Internet connection.

If that is indeed what you need, then figure out why you cannot connect to Internet from this laptop which is a function that you would really need, especially on a laptop.

Maybe the OP doesn't want to put it online. If there is sensitive information on it it can't be pulled off if there isn't a path. Just because you're paranoid doesn't mean they aren't really out to get you.

or maybe it has old versions of software on it that can't be kept up to date for security patches.

I have several machines that fit one of those reasons. Anything that gets put on them gets run through a security wall first.

You could download LibreOffice or OpenOffice on the machine which are open source and freely available. They are very compatible with MSOffice products (I move things back and forth regularly, just make sure you save in MS formats) They are available for Windows and Linux machines and are very reliable products.

Or maybe the network card is broken. Could be 30 reasons. Maybe it's something we could help with.
This is why I asked.
