This is such a load of complete nonsense.

Win98 was never really used for ATMs, gambling machines, automated manufacturing machinery, etc. That's just insane. Back in 2014, Windows XP had captured well over 90% of the ATM market, with the remainder being a smattering of OS/2 and other NT-based Windows. Same for manufacturing - plenty of old Windows machines around, but pretty much all NT-based. These things do not run Windows 98 now for the same reason they didn't run Windows 98 a decade ago: Windows 98 is unstable, has zero security, and is completely and utterly inappropriate for these sorts of jobs.
