Need help. Yes, I'm a dummy.

I have Photoshop Elements 13 for my PC (only 1 device). I was considering upgrading to Photoshop Elements 2018 but before I chance it, I want to make sure the Topaz and Nik plug-ins I have with PE13 will be there when the installation of PE 2018 is complete. I will be buying PE 2018 outright, not trial ballooning it.

a) I have Windows 7 - 64bit.
b) My plug-ins on PE 13 are TOPAZ (various) and NIK. Those plug ins were downloaded for PE 13.
c) PE 13 was installed from a DVD and PE 2018, if I get it, will also be installed from a DVD not a download.
d) No cloud involved.

There are a lot of issues/problems discussed regarding PE 2018 and plug ins on the Adobe website (forums) but frankly, I can't make heads or tails of the responses or if they address my exact issue since people posing the questions have different versions of Elements, some have 64 bit and some have 32 bit, some have different versions of Windows and some are talking about downloads. So, given the above (a-d):

1) If I upgrade from PE 13 to PE 2018, using a PE 2018 DVD which I'll purchase (not a download/cloud thing), when the installation is finished will my TOPAZ and NIK plug-ins be there on PE 2018?

2) If the answer to Question 1 is "NO," will I have to re-buy to re-install my plug ins?
