I took my Dell laptop to the repair shop because, even though the power cord was connected, a little message above the power-plug icon read "plugged in, not charging." The guy at the shop said I was using a "cheap made-in-China" cord & transformer; he plugged in a Dell-branded cord -- and to my surprise, the icon changed to "charging." So the problem was easily solved, but I can't understand the reason: why would a brand-name power cord work, when another cord didn't?? Btw, I tried several different cords before I took the computer to the shop, and the same thing happened with all of them -- the "plugged in, not charging" message.

Likely reason is that the AC adaptor doesn’t out out as many watts as the OEM Dell one. For example, if the OEM puts out 85w but the replacement 60w it may be enough to power the laptop but not charge while on.

Yea, usually the Dells will even tell you: "This cord is not strong enough for your PC".

Did the 'cheap' power brick get warm? That's a clear sign that it's being stressed trying to handle sufficient amperage.

The same happens with cheap cell phone and ipad chargers/cords. There are many of them sold before people catch on.

After mulling it over for awhile, that occurred to me too: "maybe the 'cheap' cord doesn't put out enough watts." But I looked, and the cheap one actually was rated for slightly more watts than the Dell. And both are rated at 19.2 volts. I suppose what could be happening is that the cheap one isn't actually providing the wattage that's written on its case.

I’d say that’s likely. As another said, if it gets really warm it is probably working too hard.

You have to aware of the knockoffs that overstate what they actually put out.
