I got Dell Latitude 2017 recently.
It starts real slow, and the reason is: it is "reading the hard drive 100%". It stops doing that in about 10 minutes after the start.
We have disabled the most of start-up programs, so that is not the issue.

sounds like a bad disk so I would call Dell and see if they will help you.
Try https://www.grc.com/sr/spinrite.htm and read about spinrite as that may fix the disk.

It's actually a ridiculously annoying glitch. Not a failing hard drive.
