I had to add a new language, make it first choice, then return US English to my first choice, and voila, my keyboard turned back on. Settings -> Region & Language -> Add a language

This was a very annoying experience, obviously, I hope it's of some help to somebody else.
That would be very annoying. Do you happen to know which update it was?

I never use my laptop keyboard, so your post prompted me to try it....works fine. I don't think I have that update yet, so thanks for the warning and the tip.

For 1803 they certainly did make some changes in the display function, as claymoore has touched upon. I now see a slow process of screen changes when I load a lower resolution game, like Railroad Tycoon II, my all-time favorite. Seems to me it used to shift gears in one step, where now I get multiple screens that move as though they're on a machine of the game's vintage (1998).

Not a big deal, and I haven't noticed any other problems outside of startup being slower. Definitely haven't noticed any improvements.
