I hate to bail on someone needing help, but my best advice is to contact Toshiba and ask for their help.

Look in Setup and see if a hard disk is detected. Operating System not found is sometimes the error message displayed when the hard disk has failed. I've also seen it happen a couple of times when a desktop computer had a drive cable work loose. If you're under warranty, call Toshiba.
