Outlook help : journaling or delete prevention? (email, server, work, software)

Small company with server and 13 work stations (Outlook on Exchange server).
We are looking to retain every email (in or out) by every user for
at least a few years.
One option is journaling but this I know this isnt realistic because its too much
to store and would have to be cleaned monthly to to prevent any slowdown.
I know there are better software but I dont have a budget to buy such.
Is there a way to prevent users from deleting emails all together?
